The rationale behind possession of a license is that it is the evidence of legal authorization of capacity and skill to operate a motor vehicle. NJSA 39:3-10 addressed the licensure of drivers and categorically prohibits driving on a highway without a license, with the exception of supervised driving, or possession of a probationary license.
